Joint Rental Commission
The Joint Rental Commission (Commission Paritaire Locative, CPL - Paritaire Huurcommissie) is an independent and impartial commission that can issue an opinion on the fairness of the rent for a residential tenancy agreement in the Brussels-Capital Region.
Rental conciliation and fair rent
The CPL offers a free rental conciliation mechanism. It issues opinions on the fairness of rents for residential leases, at the request of the parties involved or persons mandated by them, as well as any interested party. If the CPL issues an opinion recommending a rent revision, it will propose conciliation between the tenant and the landlord.
- The Commission's opinion is free of charge and non-binding.
- The opinion is issued within two months of the submission of the request.
- The parties involved in the procedure may appoint representatives to appear before the Joint Rental Commission and may also request that other persons assist them during the hearing.
- It bases its opinion on:
- data from the bhg.common.blank_link_warningrent reference grid;
- data from the applicant's file;
- the bhg.common.blank_link_warningsubstantial intrinsic quality defects (if any) in the home.
Composition
The CPL is a joint commission made up of eight members and headed by a Chairperson who does not take part in the deliberations:
- four landlord representatives: Olivier de Clippele, Sabine Delhaye, Dominique Eyen and Jean Roberti
- four tenant representatives: Quentin Charon, Thibaud de Menten, Erdem Resne and Doha Zouad
